The Village Hive goes national
On 26 June in Phnom Penh, we reached the most significant milestone in the history of Cambodian Children’s Trust. The national launch of the Village Hive was not just a moment of celebration – it marked a turning point in the future of social protection in Cambodia.
Local leadership at the centre
Local leaders from Village Hives across the country gathered to mark the occasion. They shared stories from their communities with such passion and clarity of purpose that it was impossible not to feel the tectonic shift happening in the room.
One of the most powerful moments came from the Commune Chief of Ou Char, the first commune to adopt the Village Hive model. Having been in operation the longest, Ou Char has seen the deepest and most transformative results. He spoke about what the Village Hive has meant for his community over the past three years, sharing the story of a mother living with HIV who moved her family to Ou Char purely because she knew the Village Hive would support her.
And it did. After receiving emergency assistance, her health improved, she joined financial literacy training, and went on to start a small business selling Khmer cakes. Today, she earns a living and supports her family with dignity. She said that if it weren’t for the services at Ou Char’s Village Hive, she wouldn’t be here today. That story is not an outlier – it’s a glimpse into the transformation that’s possible when local leadership is empowered, and communities are supported holistically to build their own public social protection system.
A new wave of reform
The day was also defined by the energy and conviction of the ministers present. Several spoke about the deeper message behind the Village Hive – how it represents a structural shift away from fragmented, donor-driven programming toward one unified public system that is entirely locally led and controlled. One minister suggested this marks the next wave of reform following the orphanage reforms.
What’s next
The national launch marks the beginning of a new chapter. CCT is now focused on two parallel priorities:
• Supporting the Government to lead the careful rollout of the Village Hive across Cambodia.
• Building a complete network of Village Hives across all ten communes and 62 villages in Battambang District.
The Battambang network will serve as a living blueprint for how the Village Hive can transform communities across Cambodia and beyond.
We’ve already begun subnational rollouts in four other provinces. At these events, the Cambodian Government has called on other charities to join forces in the national rollout and follow in CCT’s footsteps.
